These flights are operated under special conditions, under the incidence of GD 476/16 June 2020, annex 3, art. 4. and for these reasons, passengers who will be accepted on board aircraft must fall into the following categories:
- travel for the purpose of repatriation, only if they are EU citizens and citizens of the Schengen associated States, or members of their family, residing in the Romania, or nationals of other States, having long-term residence in the Romania
- healthcare professionals, health researchers and elderly care specialists
- frontier workers
- transport personnel, including flight crews ensuring the availability of essential goods and services
- diplomats, staff of international organizations, military, humanitarian aid workers in the exercise of their functions
- passengers in transit
- passengers traveling for imperative family reasons
- persons in need of international protection or traveling on humanitarian reasons
